Hi atomicat,
I do not know anyone specifically that does this...I am sure others on this board must have had similar problems, as the second hands are notorious to be missing from Nelson clocks, so please let us know.
BUT, I have heard of people having them fabricated by simply copying hands from an old or new Nelson clock. I would think anyone that works with metal or in a machine shop should be able to help.. maybe a local clocksmith could do this for you or at least point you to someone that could make the hands.
